Working Papers To Work or Not to Work? Labor Supply Decisions of Russia's Disabled Advisor: Charles M. Becker Abstract: One of the most striking characteristics of the Russian transition to a market economy has been the high incidence of disability among the Russian working-age population. The Russian government has announced the rehabilitation of disabled individuals into the labor force as one of its goals. This paper investigates labor supply decisions of Russia's disabled in order to assess the effect of disability programs on employment. Given a cross-sectional dataset, particular emphasis will be made on differences in disability and employment trends across various strata of the Russian population. The DBF file I provide (with permission from the original map author), labels the Federal subjects the same way they are labeled in NOBUS. It also identifies several other objects (islands, bodies of water) not identified in the original maps. Very handy for working with spatial variation in the NOBUS. To use, simply replace the existing DBF file with this one. Note that you can edit DBF files using e.g. OpenOffice.org Calc.
